I have an old gamemode that I was developing for a while, "City Life Role Play", which i'm not using anymore. It's been scripted from scratch and features a number of unique features including a vehicle system, property system and a master account system.

I will personally vouch for Luis. I've been one of the earliest players when he was running CL:RP, and I'd say he did a great job at it.
